But the truth is, both the Lifeline and ACP programs have guidelines to help applicants without permanent housing. You Don’t Need a Traditional Address

The FCC and Lifeline administrators recognize that many Americans don’t have a permanent residence. Instead, they accept alternate forms of address verification, such as:

  • Shelter address with written confirmation
  • Transitional housing address
  • A letter from a social worker or case manager
  • Official mail sent to a public place you frequent (library, food bank, etc.)

How to Fill Out the Application Without a Permanent Address

On the Lifeline or ACP application, you’ll be asked for a residence. If you don’t have a traditional address, do the following:

  • Check the box for “I do not have a permanent address” (if available)
  • Use a shelter or service provider’s address with their written permission
  • Include a signed letter from a homeless shelter or public agency verifying your residency situation
